Carl is married to Anna Stein and together they have two children: Patrick (a university student) and young Martha. He is appointed as the landlord of Krushvice 6 by the Ministry of Allocation, replacing Hector Medina, and moves into the basement apartment along with his family. After being briefed by his supervisor, Bruno Hempf, he assumes the role of landlord and begins gathering information on his tenants.
