This is Nemo Frenksy, Francine’s pet cat. He is the rival of Pal, Arthur’s pet dog. He also talks for the first time in the Season 6 episode of Arthur: “The Secret Life of Dogs and Babies”. Voiced by Greg Kramer in Seasons 6 and 21 of Arthur.
