This is Wally, the ventriloquist dummy of George Lundgren. When speaking through him, he takes on a much higher pitch and is able to lend an entirely different personality to him. Voiced by Mitchell David Rothpan in Season 6, the same voice actor of George Lundgren in Seasons 3 and 7 of Arthur. Voice samples in the Season 6 episode of Arthur: “The Boy With his Head in the Clouds”.
