This is Mr. Sipple, the former next-door neighbor of the Read family. Before the Molina family moves in, he gives Arthur and D.W. a plastic singing fish, Thelma as a farewell gift. In The Arthur Podcast, he is a teacher at Bright Hills Middle School. Voiced by Bruce Dinsmore in Arthur, the same voice actor of Binky Barnes, Arthur’s father, David Read and Muffy’s butler, Bailey.
